Other chapters relate to Keith Cowling as an academic economist and his
influence on the development of his subject but this chapter is intended to
convey an aspect of his career which may perhaps surprise some of his
international colleagues, his commitment to the University and its develop-
ment. Nowadays this is rather an unfashionable way of expending one's
energies: the impact of the Research Assessment Exercise (RAE) and of
growing specialisation within disciplines have increasingly led UK academ-
ics, particularly younger academics, to concentrate their energies on their
own work to the exclusion of wider responsibilities within their department
or university, even though effective institutional governance and manage-
ment demand (both legally and in best practice), a substantial contribution
from the academic community. Keith's career represents a model of how to
balance the demands of a research and teaching career with the responsibil-
ities that go with a substantial input to the running of his department and
the University. Keith was in fact much more than a `good University
citizen' and his contribution over 36 years is one of the reasons why the
Economics Department and the University occupy the position that they
do. Moreover, Keith's contribution spans a period of enormous change in
universities and it is a tribute to his resilience that unlike so many of his con-
temporaries around the university system he retained this institutional
commitment to the extent that ...
