1. THE GOAL OF THIS CONFERENCE WITHIN
THE CONTEXT OF THE PROMOTION OF
COMPETITION CULTURE

Following the success of the first conference, it is indeed a great honour
for me to open the Second Lisbon Conference on Competition Law and
Economics, in cooperation with the Luso-American Foundation and
the Portuguese Agency for Investment and External Trade. To them
and all the other institutions that have made this important conference
possible, I should like to start by expressing my gratitude for their much
appreciated cooperation. This occasion is part of the programme of
initiatives that the still young Competition Authority has implemented
to promote a competition culture, which is so essential in a country
that has opted constitutionally for a market economy and honours its
responsibilities under the European Union treaties. Today we are also
celebrating European Competition Day, for which our counterparts
in the European Competition Network were especially invited. Let me
extend a particular welcome to them. It was precisely in this city, in the
year 2000, that the first European Competition Day was celebrated,
under the Portuguese presidency. The basic objective of these confer-
ences is to discuss topical issues on competition policy at a European
and Transatlantic level, by bringing together a group of academics,
members of the judiciary and specialists ­ economists and legal experts.
Special importance is attached to the dialogue between the European
Union and the USA.
