About the Editors
Du Qun is a professor at the Research Institute of Environmental Law, Wuhan
University, China. She is also a member of the China Law Association of
Environmental Law and a member of the IUCN Commission on Environmental
Law.
Louis 1. Kotze is a senior lecturer at the Faculty of Law, North-West University,
Pothefstroom Campus, South Africa. He is also affiliated with the Centre for
Environmental Management at the University and a member of the IUCN
Commission on Environmental Law.
David L. Markell is the Steven M. Goldstein Professor of Law at Florida State
University College of Law, USA. From 1998-2000 he was the director of
submissions on enforcement matters with the North American Free Trade
Agreement environmental commission-the Commission for Environmental
Cooperation.
Kenneth J. Markowitz is president and founder of Earthpace LLC, a US-based
consulting firm dedicated to enabling organizations achieve environmental policy
objectives. Ken is also senior counsel with the law firm of Akin Gump Strauss
Hauer & Feld in Washington, D.C. USA.
LeRoy Paddock is associate dean for Environmental Law Studies at The George
Washington University Law School, USA. At the time of the Colloquium he was
director of Environmental Law Programs at Pace University School of Law.
Durwood Zaelke is the president and founder of the Institute for Governance and
Sustainable Development, USA, and serves as the director of the International
Network for Environmental Compliance and Enforcement Secretariat. He is also
