The authors prepared the following articles in preparation of the 4th IUCN
Academy of Environmental Law Colloquium held at Pace University School of
Law in 2006, which do not necessarily reflect the current disposition of their
subjects presented at the time of publication.

COMPLIANCE AND ENFORCEMENT IN ENVIRONMENTAL
LAW: TOWARD MORE EFFECTIVE IMPLEMENTATION

The 4th IUCN Academy of Environmental Law Colloquium held at Pace
University School of Law was a unique gathering of professors from over 60
universities in 45 countries with research interests in environmental compliance
and enforcement and environmental enforcement professionals from several
countries. This purposeful linking of the academic and professional communities
was designed to allow compliance and enforcement professionals to learn from
academic researchers and to allow the researchers to better understand the real
world experience and needs of the compliance and enforcement professionals.
Professor Eckard Rehbinder of the University of Frankfurt set the tone for the
Colloquium in his Distinguished Lecture, a comparative analysis of the critical
issue of access to the courts in the environmental context. Recognizing the wide
range of approaches needed to assure compliance with environmental laws,
especially as these issues take on a more international character, the papers
addressed compliance with multi-lateral environmental agreements, traditional civil
and criminal enforcement tools, the use of economic instruments, corporate social
responsibility, the role of culture and custom in compliance, the public's role in
compliance and enforcement, reporting and transparency as compliance tools,
ethics and compliance, the impact of international trade ...
