I have known Jacques for many years and always admired his intellectual
curiosity and his enthusiasm, which go far beyond his professional activi-
ties. Over the years I had the privilege of discovering his manifold interests
during lively and enriching conversations amongst colleagues and friends
in professional meetings, as well as in the private gatherings of the `Cercle
Bourgeois'. It is a pleasure for me to honour Jacques with this contribution.
6.1 INTRODUCTION: THE EXTENSION OF ETS
TO IMPORTS
Trade and climate change has been the subject of an intense political
and academic debate in the last few years.1 At the heart of the debate
are unilateral trade measures against `climate sinners'. Supporters of
these measures consider them necessary for reasons of fairness.2 The
