network environment

Along with the appearance and widespread use of the computer as the
core of network technology, there is a new economic era arriving with
the use of web technology. The network is becoming part of our lives and
our way of life, and an important element in the environment in which
we live. Internet technology has greatly changed people's way of life. The
human being's way of behavior, living and his/her way of thinking have
changed dramatically. Behavior is one of the issues that most concerns us
since behavior is not only primary to human social activity, but also at the
core of standardization and research in law and legal science. However,
the law is selective in terms of human behavior. There is an ancient but
always well-used principle about the law that `the law ignores the little
things'. Under a network environment, what concerns the `law' is human
behavior that gives rise to innovation, change and elimination of the eco-
nomic and social order, studying these new behaviorial forms and giving
appropriate titles to these behaviors, and integrating these behaviors
into the existing system to achieve systemization. There is also a need to
regulate behavior in order to achieve a balance of norms and to promote
the harmony and progress of the economy and society. Based on the
above logic, this chapter proposes two aspects that need to be examined
