Abstract/Description:
The Pact on Security, Stability and Development in the Great Lakes Region (the Great Lakes Pact) was adopted by eleven African States in December 2006 following multilateral talks under the auspices of the United Nations and the African Union. The Pact is a comprehensive effort to tackle the crippling armed conflicts and humanitarian crises that have gripped the Great Lakes region in Central Africa since colonial times. One of the key features of the Pact is an acknowledgment that the problems plaguing the region are interrelated and require collaborative solutions. In addition, the Pact focuses on outcomes at the individual level so that security, stability and development are enjoyed, not only by certain sectors of the population, but by all households and individuals. To that end, the various documents under the Pact form an interrelated and mutually reinforcing legal framework to promote its three key goals: security; stability; and development for all. One of the key focuses of the Pact is its attempt to address the issue of food security.
