Abstract/Description:
The cooperative measures which have been taken by the international community to combat piracy off the Horn of Africa, including the problems which have arisen in arresting, prosecuting and punishing persons who attack ships off the Horn of Africa, are plentiful. Neither the magnitude of the measures, nor the number of actors, is likely to be known to those who do not work with the issues on a daily basis. Only a few years ago, the situation was entirely different. Until around 2008, the security situation off the coast of Somalia was largely neglected by the international community – with the one exception of the International Maritime Organization (IMO), which voiced concern at an early stage about the situation there. The aim of this chapter is to present some of these cooperative measures with a particular emphasis on the contribution made by the European Union. In order to give a legal perspective on the mandate to take such measures, we will have to revert briefly to their legal foundation.
