Abstract/Description:
Climate change is an issue which tests the distribution of power between various levels of government. The measures needed to tackle the problem must operate at every level, from the global to the local, so that the interaction between mechanisms at international, regional, state and sub-state levels becomes a crucial issue. The Climate Change (Scotland) Act 2009 provides a focus for considering the constraints on and opportunities for action by sub-state institutions, as well as having some other features worthy of note when legislation to deal with climate change issues is being contemplated.
