Abstract/Description:
The 16th of September 2005 was an important day for human rights in general and the rights of internally displaced persons (IDPs) in particular. On that day, the heads of State and Government, assembled for a World Summit at United Nations (UN) headquarters in New York, recognized their and the UN's responsibility to protect populations from genocide, war crimes, ethnic cleansing, and crimes against humanityand laid the foundations for the Human Rights Council. At the same time, they unanimously 'recognize[d] the Guiding Principles on Internal Displacement as an important international framework for the protection of internally displaced persons and resolve[d] to take effective measures to increase the protection of internally displaced persons'. This language has since been confirmed in several resolutions unanimously adopted by the UN General Assembly and the UN Human Rights Council.
