Barbara Beijen is Assistant Professor at the Utrecht Centre for Water,
Oceans and Sustainability Law, and the Institute for Jurisprudence,
Constitutional and Administrative Law, Utrecht School of Law, Utrecht
University.
Mireille Bogaart is a PhD candidate at the Amsterdam Centre for
Environmental Law and Sustainability (University of Amsterdam). Her
research-project, which runs till 2014, focuses on Member State discre-
tion in the implementation of directives in the field of water pollution and
air pollution.
Frank Groothuijse is a researcher at the Amsterdam Centre for Envir-
onmental Law and Sustainability (University of Amsterdam). His
research focuses on the integration and coordination of environmental
law, water law and spatial planning law.
Saskia van Holten is a legal advisor at Rijkswaterstaat, the Directorate-
General for Public Works and Water Management of the Dutch Ministry
of Infrastructure and the Environment. She won the University of Utrecht
and Kienhuis Hoving prize for her Master Thesis `Nature, Air Quality
and Water Quality: A Research on the Consequences of Policy Discretion
for the Direct Effect of Environmental Directives'.
Andrea Keessen is Assistant Professor at the Utrecht Centre for Water,
Oceans and Sustainability Law and the Institute for Jurisprudence,
Constitutional and Administrative Law, Utrecht School of Law, Untrecht
University. Her current research focuses on adaptation to climate change
and water law and policy.
Jasper van Kempen is a legal advisor at Rijkswaterstaat, the
Directorate-General for Public Works and Water Management of the
