Abstract/Description:

On 15 December 1997, the United Nations General Assembly adopted the International Convention for the Suppression of Terrorist Bombings (Convention or Terrorist Bombings Convention). The Convention was modeled in many respects on the series of anti-terrorism conventions that began with the 1970 Hague Convention for the Suppression of Unlawful Seizure of Aircraft and the 1971 Hague Convention on the Suppression of Unlawful Acts Relating to International Civil Aviation. These early conventions established what has now become a familiar and reliable formula for multilateral instruments on terrorism. Parties agreed to a definition of a category of heinous conduct that should be considered a terrorist act appropriate for international cooperation regardless of its motivation (for example, attacks on international civil aviation).
