Philip De Man is a postdoctoral fellow at the Leuven Centre for Global
Governance Studies and Institute for International Law at KU Leuven,
Belgium. His research is funded by the Research Foundation ­ Flanders
and covers multi-level interactions between national, European and
international space law. De Man is a lecturer in international and
European space law at the Master of Science in Space Studies of the
Universities of Leuven and Ghent, Belgium. His recent publications
include the monograph Exclusive Use in an Inclusive Environment: The
Meaning of the Non-Appropriation Principle for Space Resource Exploit-
ation, as part of the Space Regulations Library of Springer. De Man is
core expert of the International Space Law Group at the MILAMOS
project and a member of the Belgian delegation at the Legal Sub-
committee of the United Nations Committee on the Peaceful Uses of
Outer Space.
Mike N. Gold is the Vice President of Washington Operations and
Business Development at Space Systems Loral (SSL). Previously, he was
Bigelow Aerospace's Director of DC Operations and Business Growth.
He was also appointed by the US Secretary of Transportation to serve on
and chair the Commercial Space Transportation Advisory Committee
(COMSTAC). Additionally, he was appointed by the National Research
Council to serve on the Space Technology Industry­Government­
University roundtable which provides direction and advice to NASA's
Space Technology Mission Directorate. He dedicates his chapter to
