The chapter begins (section 1) with a brief explanation of how the terms governance and good governance are used in the chapter, as well as the relevant organizational context in which the Ombudsman functions. It then explains, in section 2, how potential obstacles to the Ombudsman’s role in promoting good governance were avoided or overcome. Section 3 examines the range of instruments used to establish the governance role. Section 4 explores the contours and limits of that role at the end of the Ombudsman’s first two decades of operation and section 5 sketches the prospects for further development, as they appeared at the time when the author left the office.
