Abstract/Description:
This chapter focuses on the institute of the Dutch National Ombudsman and addresses the question of the manner in which way the Ombudsman has (policy) impact on the Dutch police force. The aim of this empirical study into the police is to develop a model to give more insight into the relevant factors which influence the impact of the Ombudsman on government agencies: how and why may (or may not) an Ombudsman be successful in influencing the behaviour of organisations? The model conceptualizes the process of administrative decision-making as four consecutive steps of phases: the research, the information, the transformation and the process phase. In each phase, the implementation of a report of the ombudsman can be hindered by elements that effectively serve as ‘barriers for policy impact’.
