Abstract/Description:
This chapter is organised in five parts. First, it reviews the seminal role of the Council of Europe with regard to anti-doping policy. Second, it outlines the EU’s (secondary) role with regard to anti-doping policy in sport prior to 2007. Third, the manner in which the 2007 White Paper on Sport served as a catalyst for greater EU interest in anti-doping policy is assessed. Fourth, an examination of the contributions of the EU Expert Group on Anti-Doping to various revisions of the WADA Code, and including its compliance with EU data protection and privacy law, is discussed. Finally, the focus turns to the EU’s policy objective of promoting an athlete-friendly, anti-doping system through supporting programmes that educate/prevent against, as opposed to those that merely sanction/deter, a doping culture at all levels of sport.
