Abstract/Description:
In this chapter definitions of basic notions are given, e.g. those of state and government. The modern state is today the prevailing form of state worldwide and it has a legitimate (i.e. representative and responsible) government. The government in the modern state is limited and the mechanisms of its limitation are the institutions and concepts of the separation of powers, fundamental rights and the rule of law. The Modern state is nowadays a nation state.
