Abstract/Description:

A large number of EU agencies are involved in transferring the EU acquis to European Neighbourhood Policy (ENP) countries. Despite their active involvement in the EU neighbourhood, the external dimension of EU agencies remains largely unexplored _ that is, we do not know what explains the variance in agencies’ openness to participation by third countries. This study provides a systematic mapping of the transgovernmental outreach of EU agencies to ENP countries across different policy domains and explains the variance across agencies and countries. We find that cooperation between EU agencies and ENP countries is most advanced in policy fields marked by high sector-specific interdependencies.
