Abstract/Description:

This chapter provides commentary on art.4 of the CRC on the general obligation to take all appropriate measures of implementation. It clarifies the notion of appropriate measures and looks into the obligation of progressive realisation with regard to economic, social and cultural rights. The chapter also looks into the spatial scope of obligations under the CRC.
