Abstract/Description:

This chapter provides commentary on art. 13 of the CRC on freedom of expression, covering the individual and collective right for children to seek, receive and impart information and ideas of all kinds, regardless of frontiers, in any form or medium of their choice. The chapter looks into both positive and negative obligations, with specific attention to the notion of ‘freedom rights’ and the corresponding limitation clause. Children’s lack of voting rights is explored in the conclusion.
