THE SECRETARIAT

The Secretariat is ICSID's second body. It is at the centre of ICSID's activities. The 13.01
Secretariat is notably responsible for the administration of the individual cases. This
second body governs the internal organization of the Secretariat including the selection
process of the Secretary-General and its Deputy Secretaries-General, the appointment
of the staff and their working conditions. It also specifies the powers of the Secretary-
General as well as the incompatibilities underlying the Secretariat's case-managing
function.
REGULATION 8 ELECTION OF THE SECRETARY-GENERAL AND HIS DEPUTIES
In proposing to the Administrative Council one or more candidates for the office
of Secretary-General or any Deputy Secretary-General, the Chairman shall at the
same time make proposals with respect to:
(a) the length of the term of service;
(b) approval for any of the candidates to hold, if elected, any other employment or
to engage in any other occupation;
(c) the conditions of service, taking into account any proposals made pursuant to
paragraph (b).
1. COMMENTARY
The Secretary-General and his or her Deputy Secretaries-General are elected by 13.02
the Administrative Council upon proposal of the Chairman.2 When proposing the
