INDIVIDUAL PROCEEDINGS

The administration of ICSID cases constitutes the main activity of the Centre. This 16.01
fifth chapter discusses the specific functions of the Secretariat with regard to individual
cases whether under the ICSID Convention or the ICSID Additional Facility Rules.
For each individual proceeding, the Secretary-General designates an ICSID Legal
Counsel who will serve as the Secretary of the Commission, Tribunal, or Committee.
Accordingly, the functions described thereafter are performed by the Secretary with the
assistance of ICSID administrative and technical support staff. These functions include
the maintenance of the Registers, the means of communication, the role of the Secre-
tary designated for each case, the place of the proceedings and further services that the
Secretariat may provide, as well as its depositary functions.
REGULATION 23 THE REGISTERS2
(1) The Secretary-General shall maintain, in accordance with rules to be promul-
gated by him, separate Registers for requests for conciliation and requests for ar-
bitration. In these he shall enter all significant data concerning the institution,
conduct and disposition of each proceeding, including in particular the method
of constitution and the membership of each Commission, Tribunal and Commit-
tee. On the Arbitration Register he shall also enter, with respect to each award,
all significant data concerning any request for the supplementation, rectification,
interpretation, revision or annulment of the award, and any stay of enforcement.
