19.01 This last section of the Regulations addresses diverse issues not included in the previ-
ous chapters. On the one hand, it governs the process for the Centre's communications
with the Member States under the ICSID Convention and its Rules and Regulations.
On the other hand, it discusses the issue of the official languages of the Centre which
impacts, among others, the conduct of the proceedings.
REGULATION 33 COMMUNICATION WITH CONTRACTING STATES
Unless another channel of communications is specified by the State concerned, all com-
munications required by the Convention or these Regulations to be sent to Contracting
States shall be addressed to the State's representative on the Administrative Council.
1. COMMENTARY
19.02 The ICSID Convention, its Rules and Regulations require certain communications
between the Centre and the Contracting States. ICSID communicates with States
through their representatives at the Administrative Council to invite them to make the
designations for the Panels of Arbitrators and Conciliators, or to send out the agenda
and the notice of the Annual Meeting.
