Abstract/Description:

The chapter considers the legal framework applicable to internet access in Cuba, taking as its starting point the analysis of the criteria by the legal doctrine in this regard. As well as the utility of recognizing and safeguarding the current development of information technologies, the chapter also addresses the current situation in Cuba on this issue. After emphasizing and underlining the political and legal issues that the country faces, I conclude that the constitutional foundations may facilitate the recognition of the right to internet access. In the last section, I present concrete proposals under the maxim of considering that the widest possible use of the network by individuals is one of the crucial elements for mature debate on democracy and education in contemporary societies.
