Abstract/Description:
The South China Sea is no doubt the most eye-catching flash point in the world community and tensions and disputes there pose serious security issues, whether traditional or non-traditional. The increased military presence and demonstration of the United States and its allies lead the traditional security dimensions while piracy and environmental degradation attract non-traditional security considerations. ASEAN countries and China are currently negotiating a Code of Conduct (COC) for peace, security and stability of the South China Sea based on their recently agreed framework. While the 2002 Declaration on the Conduct of the Parties in the South China Sea (DOC) touches upon non-traditional security issues, traditional security issues are left behind. This chapter will discuss both traditional and non-traditional security issues in the South China Sea in the context of the COC negotiations and highlight some critical security points which the COC negotiations should take into consideration so as to make the South China Sea a ‘sea of peace, security and friendship’.
