About the authors
Sara Valaguzza is Full Professor at the University of Milan and the founding
president of the European Association of Public Private Partnership. She is
also the director of the Italian Centre of Construction Law & Management,
constituted by the University of Milan, the Polytechnic of Milan and the
University of Brescia.
She is serving in the University of Milan Foundation as a member of the
board of directors.
She is involved in several public private partnership initiatives advising
public authorities and local governments and piloting case studies for improv-
ing public value.
Professor Valaguzza is a leading expert on administrative and environmen-
tal law.
She has written six monographs, both in Italian and in English, and more
than 50 essays on administrative law topics. She has written extensively on
institutional design, public procurement, administrative procedure, European
multilevel governance, sustainable development, res iudicata and judicial
review.
Her books Alliancing in public sector (2019) and Governing by contract
­ Procuring for Value (2018), are recognized by the academic community
as a deep analysis of the fragmented situation of public organizations and
a starting point for reforming frameworks and tools for outsourcing. Recently,
as one of the first European scholars expert on collaborative behaviours in
public sector, she authored a chapter in the book Collaborative Construction
Procurement, by David Mosey (2019), about the civil law countries' approach
to alliancing and collaborative procurement.
She also practices as attorney for Italian and international clients and leads
