Acknowledgments
Writing a book, although a sometime solitary effort, is never a solo one.
Many people along the way, have contributed to this work. First, my family,
particularly, my wonderful wife, forbore much. Second, I owe a great debt
to the Jean and Bluette Nordmann Foundation, and to its trustees, Amb.
Francois Nordmann, Claude Nordmann, and Isabelle Nordmann, for awarding
me a Nordmann Fellowship. That stipend and their unending kindness and
friendship afforded me both financial and moral support, as well as the deter-
mination, particularly during my stay in Fribourg, Switzerland, to consider the
issues addressed in this book. It also provided me with the time and resources
to conduct the preliminary and foundational research for this book.
In addition, I owe a note of thanks to the following, for various and fruitful
discussions about water law, development, human rights, or dams: Robert
"Bo" Abrams, who continually enhances my thinking regarding water law and
its norms; Don Anton, a dear colleague and a magnificent environmental law
advocate and scholar, who always brings up issues and questions that I miss
or do not consider; Samantha Besson, who hosted me at the University of
Fribourg's Faculty of Law, as a member of the Board of the Jean and Bluette
Nordmann Foundation for relations between the University of Freiburg and
