A debt collection agency faxed to the complainant's place of employ a notice stating ''Unpaid accounts. Please contact us urgently.' The complainant claimed this was a breach of IPP 11 in that the debt collector had thereby disclosed personal information to the complainant's employer or fellow employees. The Commissioner discontinued the complaint, with the complainant's consent, when the debt collector changed its policies so as to not allow faxes to places of employment except at a debtor's request
