(1) The director-general or a police officer may take emergency action for a child or young person if the director-general or police officer believes on reasonable grounds that the child or young person is in need of emergency care and protection.
(2) To remove any doubt, the director-general or police officer may take emergency action for a child or young person if the child or young person is in the care of—
(a) a parent of the child or young person; or
(b) someone else who has daily care responsibility for the child or young person.
