A document may be served on an agency—
(a) by giving it to an executive officer of the agency; or
(b) by sending it by prepaid post, addressed to the agency (or an executive officer of the agency), to the address of any office of the agency or any other business address of the agency; or
(c) by faxing it to a fax number of the agency; or
(d) by emailing it to an email address of the agency; or
(e) by leaving it, addressed to the agency (or an executive officer of the agency), at the address of any of the agency's offices or any other business address of the agency with someone who appears to be employed at the agency.
