(1) A person commits an offence if—
(a) the person accesses biological resources; and
(b) the biological resources are in a reserve.
Maximum penalty: 50 penalty units.
(2) An offence against this section is a strict liability offence.
(3) This section does not apply to a person if—
(a) the person holds a nature conservation licence authorising the access to the biological resources; or

(b) the person is an access provider for the biological resources.
