"applicable vehicle standards "means—
(a) for a registrable vehicle that is a heavy vehicle—a heavy vehicle standard within the meaning of the Heavy Vehicle National Law (ACT)
; or
(b) for a light vehicle—the requirements mentioned in schedule 1 (Light vehicle standards) that apply to the vehicle.
