    (3)     A keeper of a dog commits an offence if—

        (a)     the keeper is with the dog on private premises; and

        (b)     the dog is not restrained by a leash; and

        (c)     the keeper does not have the consent of the occupier of the premises.

Maximum penalty: 10 penalty units.
