31. (1) A notice for the purposes of subsection 27 (1) shall—
(a) where the Minister approves the application—specify the date of effect of the decision and any conditions subject to which the approval is given;
(b) include a statement of the grounds for the decision; and
(c) include a statement to the effect that, subject to the Administrative Appeals Tribunal Act 1989 , the applicant may apply to the Tribunal for a review of a decision of the Minister to refuse to give an approval, or to give an approval subject to conditions (as the case may be).
(2) The Minister shall give a copy of a notice referred to in subsection (1) to—
(a) the Heritage Council;
(b) any relevant Aboriginal organisation; and
(c) each person who made an objection in accordance with section 23.
(3) The validity of a decision in relation to an approval is not affected by a failure to comply with paragraph (1) (b) or (c) or subsection (2).
