4. Schedule 5 to the Principal Act is amended by adding at the end the following item:

An activity which is likely to cause soil erosion, or an activity that involves destroying, damaging, removing or otherwise interfering with vegetation (living or dead) or soil between the banks, or within 20 metres of the bank, of a watercourse, or on land with a slope of more than 18 o from the horizontal
