Outline
The Liquor Amendment Regulation 2009 will amend the Liquor Regulation 1979 by declaring areas as prescribed public places in accordance with subsection 139(6) of the Liquor Act 1975 for the purposes of Summernats 2010. The effect of the regulation will make it an offence for a person to either consume liquor in the prescribed public places or possess an open container of liquor in the prescribed public places with the intention of consuming it in the prescribed public places during Summernats 2010.
Regulation Notes
Regulation 1 - Name of regulation – provides that the regulation is the Liquor Amendment Regulation 2009 (No 1).
Regulation 2 – Commencement – provides that the regulation commences on the day after its notification.
Regulation 3 – Legislation amended – provides that the regulation amends the Liquor Regulation 1979.
Regulation 4 – New section 13 – inserts a new section 13 into the Liquor Regulation 1979 to regulate the alcohol-free areas for the Summernats Car Festival in 2010. The regulation will apply for the period from noon on 6 January 2010 until noon on 11 January 2010, which covers the period of Summernats in 2010.
The following places will be declared as prescribed public places during the period beginning at noon on 6 January 2010 and ending at noon on 11 January 2010:
(a) the Federal Highway;
(b) Antill Street between its intersection with the Federal Highway and the entrance to the Australian Heritage Village;
(c) Northbourne Avenue north of the southernmost point of its intersection with Macarthur Avenue and Wakefield Avenue;
(d) Flemington Road, Lyneham between its intersection with Northbourne Avenue and the northernmost point of its intersection with Randwick Road, Lyneham;
(e) Stirling Avenue, Watson between its intersection with Northbourne Avenue and its intersection with Aspinall Street, Watson;
(f) Aspinall Street, Watson;
(g) Phillip Avenue between its intersection with Northbourne Avenue and its intersection with Innes Street, Watson;
(h) Wells Station Road;
(i) block 467 in the division of Gungahlin;
(j) any unleased land adjoining a public place mentioned in paragraphs (a) to (i).
