MOTOR OMNIBUS REGULATIONS (AMENDMENT)


EXPLANATORY STATEMENT


No. 24 of 1986




Regulation 48 of the Motor Omnibus Regulations makes it an offence for the conductor and, if there is no conductor the driver, to permit a person to bring an animal, other than a guide dog accompanying a blind person, onto an omnibus.

The exception is intended to extend to all persons who sight is so impaired that they require the assistance of a guide dog. As there is no definition of “blind person” in the Regulations the exception applies only to persons who are totally blind.

The Motor Omnibus Regulations (Amendment) overcomes this by inserting a definition of “blind person” in the Regulations so that the expression covers those who are totally or partially blind.
