1 Short title

This Act is the
Climate Change Authority Amendment (Impact of 3

Degrees of Global Warming on Australia) Act 2019
.

2 Commencement

(1) Each provision of this Act specified in column 1 of the table
8
commences, or is taken to have commenced, in accordance with
9
column 2 of the table. Any other statement in column 2 has effect
10
according to its terms.

1 After section 59

Insert:

59A Special review about the impact of 3 degrees of global warming
6
(1) The Authority must conduct a review under this section of the
7
impacts on Australian society, the Australian economy and the
8
Australian environment that would result from 3 degrees of global
9
warming.

Note:
Australia's 2030 climate change target to reduce greenhouse gas
11
emissions by 26 to 28% on 2005 levels by 2030is consistent with at
12
least 3 degrees of global warming.
13
(2) The Authority must:
14
(a) prepare a report of a review under subsection(1); and
15
(b) give the report to the Minister before 1 July 2020; and
16
(c) publish the report on the Authority's website on the day the
17
report is provided to the Minister.

(3) The Minister must cause copies of the report to be tabled in each
19
House of the Parliament within 15 sitting days of that House after
20
receiving the report.

Recommendations

(4) The report may set out recommendations to the Commonwealth
23
Government.
24
(5) In formulating a recommendation that the Commonwealth
25
Government should take particular action, the Authority must
26
analyse the costs and benefits of that action.
27
(6) Subsection (5) does not prevent the Authority from taking other
28
matters into account in formulating a recommendation.

(7) If a report sets out one or more recommendations to the

Commonwealth Government, the report must set out the
2
Authority's reasons for those recommendations.

Government response to recommendations
4
(8) If a report sets out one or more recommendations to the
5
Commonwealth Government:
6
(a) as soon as practicable after receiving the report, the Minister
7
must cause to be prepared a statement setting out the
8
Commonwealth Government's response to each of the
9
recommendations; and
10
(b) within 6 months after receiving the report, the Minister must
11
cause copies of the statement to be tabled in each House of
12
the Parliament.
13
(9) The Commonwealth Government's response to the
14
recommendations may have regard to the views of the following:
15
(a) the Authority;
16
(b) such other persons as the Minister considers relevant.
17
