1 Short title

This Act is the

Regional Australia Statements) Act 2021
.

2 Commencement

(1) Each provision of this Act specified in column 1 of the table
8
commences, or is taken to have commenced, in accordance with
9
column 2 of the table. Any other statement in column 2 has effect
10
according to its terms.

(1) The Treasurer is to publicly release and table a rural and regional
17
Australia statement together with:
18
(a) each budget economic and fiscal outlook report; and
19
(b) each mid-year economic and fiscal outlook report.
20
(2) A rural and regional Australia statement for a report may be
21
incorporated in the report.

19B Purpose of rural and regional Australia statements
23
The purpose of a rural and regional Australia statement is to
24
provide information about the impact of the Government's
25
initiatives on rural and regional Australia.

19C Contents of rural and regional Australia statements

(1) A rural and regional Australia statement for a budget economic and
2
fiscal outlook report is to contain information about:
3
(a) the likely impacts on rural and regional Australia of key
4
Government initiatives, or significant changes to such
5
initiatives, announced:
6
(i) since the last mid-year economic and fiscal outlook
7
report was released; or
8
(ii) in connection with the budget;
9
(b) progress made since the last mid-year economic and fiscal
10
outlook report was released in implementing key
11
Government initiatives that are likely to have an impact on
12
rural and regional Australia;
13
including an assessment of those initiatives under subsection (3).
14
(2) A rural and regional Australia statement for a mid-year economic
15
and fiscal outlook report is to contain information about:
16
(a) the likely impacts on rural and regional Australia of key
17
Government initiatives, or significant changes to such
18
initiatives, announced:
19
(i) since the budget; or
20
(ii) in connection with the report; and
21
(b) progress made since the budget in implementing key
22
Government initiatives that are likely to have an impact on
23
rural and regional Australia;
24
including an assessment of those initiatives under subsection (3).
25
(3) Without limiting subsections (1) and (2), a rural and regional
26
Australia statement must do the following in relation to
27
Government decisions and initiatives:
28
(a) specifically assess the economic, social, cultural and
29
environmental impacts of the decisions and initiatives on
30
rural and regional Australia;
31
(b) to the extent the decisions and initiatives have a detrimental
32
impact on rural and regional Australia (including in any of
33
the areas mentioned in paragraph (a))--evaluate the
34
justification (if any) for that impact;

(c) evaluate whether the decisions and initiatives are consistent
1
with, and contribute to the achievement of the goals set out
2
in, the national white paper for rural and regional Australia
3
published under section 19E;
4
(d) include an assessment of the extent to which the decisions
5
and initiatives capitalise on the unique potential and
6
opportunities that exist in rural and regional Australia;
7
(e) in the case of initiatives to which subsection (4) applies--a
8
measurement of the effectiveness of those initiatives.

(4) For the purposes of paragraph (3)(e), this subsection applies to the
10
following:
11
(a) initiatives to increase migration to rural and regional
12
Australia from metropolitan centres;
13
(b) initiatives to decentralise economic, social and cultural
14
activities to rural and regional Australia from metropolitan
15
centres;
16
(c) initiatives to enhance business innovation, competition and
17
viability in rural and regional Australia that capitalise on
18
local talent and strengths;
19
(d) initiatives to ensure equitable access for all rural and regional
20
Australians to reliable, high-quality, tailored and affordable:
21
(i) internet services, particularly the National Broadband
22
Network; or
23
(ii) mobile coverage, particularly in regions prone to natural
24
disaster risk; or
25
(iii) public transport, particularly connections to major cities
26
and towns; or
27
(iv) health care and social services, including mental health;
28
or
29
(v) aged care services; or
30
(vi) education and training, including early childhood
31
education and care; or
32
(vii) renewable energy, including community-owned
33
projects.

(5) The assessments in a rural and regional Australia statement must
35
be based on data that is robust and recent (not being more than 5
36
years old).

(6) A rural and regional Australia statement does not have to include
1
information that the Treasurer considers should not be included
2
because:
3
(a) it is confidential commercial information; or
4
(b) its disclosure in the report could prejudice national security.

19D Commonwealth bodies to provide information to help prepare
6
rural and regional Australia statements
7
(1) To help the Treasurer to prepare a rural and regional Australia
8
statement, the Treasurer may request a Commonwealth body to
9
provide information.
10
(2) A Commonwealth body is to comply with a request in time to
11
allow the information to be taken into account in the preparation of
12
the statement, unless it is not practicable for the body to do so. The
13
body does not have to provide information if doing so would
14
contravene another law of the Commonwealth.

19E National white paper for rural and regional Australia
16
The Treasurer must:
17
(a) publicly release and table a national white paper for rural and
18
regional Australia within 24 months after the commencement
19
of this section; and
20
(b) publicly release and table updates of the national white paper
21
at least every 24 months.
