The Parliament of Australia enacts:

1 Short title
4
This Act may be cited as the Charter of Budget Honesty
5
Amendment (Regional Australia Statements) Act 2015.

2 Commencement
7
This Act commences on the day this Act receives the Royal
8
Assent.

19A Public release and tabling of regional Australia statements
15
(1) The Treasurer is to publicly release and table a regional Australia
16
statement together with:
17
(a) each budget economic and fiscal outlook report; and
18
(b) each mid-year economic and fiscal outlook report.

(2) A regional Australia statement for a report may be incorporated in
20
the report.

19B Purpose of regional Australia statements
22
The purpose of a regional Australia statement is to provide
23
information to allow the assessment of the impact of the
24
Government's decisions on regional Australia.

19C Contents of regional Australia statements

(1) A regional Australia statement for a budget economic and fiscal
2
outlook report is to contain information about:
3
(a) the likely impacts on regional Australia of key Government
4
initiatives, or significant changes to such initiatives,
5
announced:
6
(i) since the last mid-year economic and fiscal outlook
7
report was released; or
8
(ii) in connection with the budget; and
9
(b) progress made since the last mid-year economic and fiscal
10
outlook report was released in implementing key
11
Government initiatives that are likely to have an impact on
12
regional Australia.

(2) A regional Australia statement for a mid-year economic and fiscal
14
outlook report is to contain information about:
15
(a) the likely impacts on regional Australia of key Government
16
initiatives, or significant changes to such initiatives,
17
announced:
18
(i) since the budget; or
19
(ii) in connection with the report; and
20
(b) progress made since the budget in implementing key
21
Government initiatives that are likely to have an impact on
22
regional Australia.

(3) A regional Australia statement is to be prepared having regard to
24
the following:
25
(a) the economic, social, cultural and environmental impacts of
26
Government initiatives;
27
(b) the economic drivers of regional communities;
28
(c) the disproportionate effect that Government initiatives may
29
have in regional communities due to a lack of infrastructure,
30
including:
31
(i) mobile phone coverage; and
32
(ii) reliable internet connections; and
33
(iii) access to public transport;

(d) the lack of access that people living in regional communities
1
have to government services due to cost, and long travel
2
distances and times;
3
(e) the effect that lack of competition in regional communities
4
has on:
5
(i) the cost of living and doing business in regional
6
communities; and
7
(ii) the cost and difficulty involved in complying with
8
regulatory requirements for people and businesses in
9
regional communities.

(4) A regional Australia statement does not have to include
11
information that the Treasurer considers should not be included
12
because:
13
(a) it is confidential commercial information; or
14
(b) its disclosure in the report could prejudice national security.

19D Commonwealth bodies to provide information to help prepare
16
regional Australia statements
17
(1) To help the Treasurer to prepare a regional Australia statement, the
18
Treasurer may request a Commonwealth body to provide
19
information.
20
(2) A Commonwealth body is to comply with a request in time to
21
allow the information to be taken into account in the preparation of
22
the statement, unless it is not practicable for the body to do so. The
23
body does not have to provide information if doing so would
24
contravene another law of the Commonwealth.
