The Parliament of Australia enacts:

1 Short title

This Act is the Export Control Amendment (Banning Cotton

Exports to Ensure Water Security) Act 2019.

2 Commencement

(1) Each provision of this Act specified in column 1 of the table
8
commences, or is taken to have commenced, in accordance with
9
column 2 of the table. Any other statement in column 2 has effect
10
according to its terms.

1 After section 7

Insert:

7AA Prohibition of the export of cotton
6
(1) In this section:
7
start time means the start of the day 3 years after the day this
8
section commences.
9
(2) At and after the start time, the regulations are taken to have:
10
(a) declared that cotton grown in Australia is a prescribed good;
11
and
12
(b) prohibited absolutely the export of cotton grown in Australia.
