2013-2014-2015 THE PARLIAMENT OF THE COMMONWEALTH OF AUSTRALIA HOUSE OF REPRESENTATIVES LABOR 2013-14 BUDGET SAVINGS (MEASURES NO. 2) BILL 2015 SUPPLEMENTARY EXPLANATORY MEMORANDUM Amendments to be moved on behalf of the Government (Circulated by the authority of the Treasurer, the Hon Scott Morrison MP)Index] [Search] [Download] [Bill] [Help]DETAILED EXPLANATION OF THE AMENDMENTS AMENDMENTS 1, 6 to 11, 13 to 15, 17 to 19 Amendment 1 amends the commencement of Schedule 1 from 1 January 2017 (or the first 1 January after Royal Assent if Royal Assent occurs after 1 January 2017), to the first 1 January after Royal Assent. Amendment 10 ensures that the student start-up loan is indexed from 1 January 2017 and each subsequent 1 January. Amendments 11 and 17 enable the Minister to make a legislative instrument to specify circumstances in which a person who fails to meet full-time study requirements or similar requirements, will owe a debt to the Commonwealth, to ensure a smooth transition from student start-up scholarships to student start-up loans. Amendments 6 to 9, 13 to 15, 18 and 19 make minor consequential amendments as a result of these amendments. AMENDMENTS 2 to 5, 12, 16, 20 and 23 These amendments omit Schedules 2 and 5 to the Bill, and make minor consequential changes as a result of the removal of Schedules 2 and 5. AMENDMENTS 21 and 22 Amendment 21 amends item 10 of Schedule 3 so that Schedule 3 applies to up-front payments made in relation to a unit of study that has a census date on or after 1 January 2017, rather than the first 1 January occurring at least three months after this Bill receives Royal Assent. Amendment 22 amends item 8 of Schedule 4 so that Schedule 4 applies to a voluntary repayment made on or after 1 January 2017, regardless of when the debt to which the repayment relates was incurred, rather than the first 1 January occurring at least three months after this Bill receives Royal Assent.
