VOCATIONAL EDUCATION AND TRAINING FUNDING AMENDMENT BILL 2003

OUTLINE


The Vocational Education and Training Funding Act 1992 (the Act) provides for the maximum amount of vocational education and training funding for distribution by the Australian National Training Authority (ANTA) to the States and Territories for capital and recurrent purposes and for National Projects.

The Australian National Training Authority (ANTA) Agreement between the Commonwealth, States and Territories sets out planning, accountability and funding arrangements for Vocational Education and Training (VET).

The current 2001 to 2003 ANTA Agreement covers the three years ending 31 December 2003. The Government announced its offer to the States and Territories for a new ANTA Agreement to cover the three years 2004 to 2006 in the 2003-04 Budget. The 2004 funding amounts inserted by this Bill are consistent with the proposed new ANTA Agreement.

The Minister determines the amount to be paid to ANTA, up to the maximum amount set by the Act in any one year.

The Vocational Education and Training Funding Amendment Bill 2003 would amend the Act to:

• supplement 2003 funding in line with real price movements reflected in Treasury indices;

• appropriate general vocational education and training funding for 2004 (s.9) and additional funding (s.9AB);

The appropriation for 2004 will also include further funding under the Australians Working Together policy announced in the 2001-02 Budget and the VET-related elements of the Recognising and Improving the Capacity of People with a Disability initiative announced in the 2002-03 Budget.

FINANCIAL IMPACT


The Bill will increase by $24,432,000 the currently legislated funding limit for 2003 and will appropriate a funding limit of $1,136,822,000 for 2004 in respect of the general vocational education and training funds. It will also provide for up to $104,025,000 in additional funding for 2004 for growth in training places.

NOTES ON CLAUSES


Clause 1 - Short title

Provides for the Act to be cited as the Vocational Education and Training Funding Amendment Act 2003.


Clause 2 - Commencement

Provides for the Act to commence on the day on which it receives the Royal Assent.


Clause 3 - Schedule(s)

Provides that each Act that is specified in a Schedule is amended or repealed as set out in the applicable items in the Schedule and that any other item in a Schedule has effect according to its terms.

Item 1 Section 9 (table item dealing with 2003)

Amends the table in section 9 setting out general funds for allocation by the Australian National Training Authority for particular years by increasing the funding limit available for 2003 to reflect supplementation for price movements and inserting the funding limit available for 2004.


Item 2 Subsection 9AB(2) (table item 2)

Amends the table in subsection 9AB(2) to increase the funding limit for 2003 to reflect supplementation for price movements and to insert the funding limit for 2004.
