AUSTRALIAN NATIONAL REGISTRY OF EMISSIONS UNITS ACT 2011 - SECT 70
Who may apply for a civil penalty order
(1) Only the Regulator may apply for a civil penalty order.
(2) Subsection (1) does not exclude the operation of the
Director of Public Prosecutions Act 1983 .
