COMMONWEALTH OF AUSTRALIA CONSTITUTION ACT - SECT 78
Proceedings against Commonwealth or State.
The Parliament may make laws conferring rights to proceed
against the Commonwealth or a State in respect of matters within the limits of
the judicial power.
