(1) The Governor - General may make regulations, not inconsistent with this Act, prescribing all matters that are required or permitted by this Act to be prescribed, or are necessary or convenient to be prescribed for carrying out or giving effect to this Act and, in particular, making provision for and in relation to the conduct of the business of, and the convening and conduct of meetings of a committee appointed under subsection 7(1).
(2) Regulations may be made to prescribe:
(a) the method by which assets and liabilities are to be transferred to the Commonwealth under section 8D; and
(b) the method by which unfunded commitments are to be transferred to the Commonwealth under section 8E; and
(c) any other matter necessary for the purposes of, or in relation to, the transfer to the Commonwealth of responsibility in relation to research following a determination made by the Minister under section 8D.
