Commonwealth Consolidated Acts Commonwealth Consolidated Acts(1) The Secretary may remit or refund the whole or part of a cost - recovery charge that is payable, or that has been paid, to the Commonwealth if the Secretary is satisfied there are circumstances that justify doing so.
(2) The Secretary may do so on the Secretary's own initiative or on written application by a person.
