(a) permits the lessee to use the land or waters covered by the lease solely or primarily for community, religious, educational, charitable or sporting purposes; or
(b) contains a statement to the effect that it is solely or
primarily a community purposes lease or that it is granted solely or primarily
for community, religious, educational, charitable or sporting purposes.
