Commonwealth Consolidated Regulations Commonwealth Consolidated Regulations(1) A person may operate a tethered balloon or kite under cloud only if he or she keeps the balloon or kite at least 500 feet (measured vertically) below the cloud.

(2) An offence against subregulation (1) is an offence of strict liability.
