Commonwealth Consolidated Regulations Commonwealth Consolidated Regulations(1) The operator and the pilot in command of an aeroplane for a flight each contravene this subregulation if, when the flight begins, the weight and balance documents for the flight do not meet the requirements prescribed by the Part 121 anual of Standards.
(2) A person commits an offence of strict liability if the person contravenes subregulation (1).
